hey there,
have u or ur cuz have been handfeeding him alot? because that's pretty much the source of a biting horse..my horse is alittle nippy because i've been handfeeding him so much...try cutting back on that and if you want to feed him treats put it in his feedbucket.
he might also need some ground training before anyone gets on him...try some natural horsemanship..that really works.. :)

If a horse is unsafe like this and you don't know how to fix some of these behavioral problems your best bet would be to find a trainer in your area with good credentials. This is not just bad behavior (The biting and the bucking) it could be caused by many different things: physical issues, the way his tack fits, poor past training, fear issues.... A professional knows the best manner to treat these things. When training issues like these are involved it's best to have someone who can physically healthy for both you and the horses safety. People hear can give advice but someone there could give you HELP, and that's what you need for a horse like this.
