As a western rider that has to sit in the stands and watch the English classes go before the western classes, I've noticed those things and wondered what they were...somebody tell!

They're jodphur straps. They keep the pants from riding up but they also show where the tall boots would go if the rider was wearing them. Riders 13 & under generally wear them.

Oh so they do what the tall boots would do if they were wearing them, but they don't because their parents probably don't want to spend the money before they quit growing? Understandable....

They're garters, mainly for short stirrup riders. They really don't have much of a purpose, it's more of a tradition.
