What are Neck sweats ;; or hock sweats?

i was wondering what neck sweats are and what hock sweats are too.

As far as I know, neck sweats are like hoods but the main reason for them is too slim the neck of fat. I know a lot of people sweat their halter horses' necks. But I don't know much about them. I would assume it would be the same reason for the hocks. Don't quote me on that though, there may be other reasons for them.
