A good barrel horse has a huge earning potential, unfortunately you won't find a trained winner for under 10k. Your best bet is to buy one young, or simply keep the horse you have and invest your money in training.
In my experience, most barrel horses, excluding those on the pro circuit, are fast but not well trained or responsive. My trainer likes to tell a story about a lanky thoroughbred dressage horse they trained to race by collecting up and doing a pirouette around the barrels. The horse was big and slow (compared to the QHs) but he and his rider won everything around her for a few years because the horse was obedient and responsive- which in the long run, wins over fast and crazy.

I notice that in your original statement it seems like you can't get away from the term "cheap barrel horse" and that is not good.....not good at all!! The reason being that you get what you pay for, you may find a low priced horse that when you go to the ranch where he lives he will behave very well, if you are dealing with a reputable person and you yourself are serious about a certain horse ask the owner if you can have the horse brought to your place or a favorite place of practice that you have, have the horse brought to that place and go for a ride then have your vet on-hand to do your vet check to insure soundness, some horses that have a low price are sometimes good to the naked or untrained eye but upon a vet-check will reveal sometimes hidden trobles.
Depending on your age and your exact location in California, also depending on how soon you are wanting to wait for your horse, I have a Perlino stud, and a black stud that I just bought. They were wild when I purchased them and are comming around very nicely. I am in Southern California, so if you are near here then maybe you could come meet the boys!! I have saddle broke them but that is as far as they have gone on that so I would be flexible to go any way on their training, if you are interrested feel free to e-mail me at minpins4u@cs.com.
Oh and the reason that I said depending on your age is because my boys ARE stallions, and those that are under 18 are not permitted to handle stallions in public attended show events. Well I hope to hear from you soon and good luck!!!
