I use electric tape fencing. It's not the prettiest, but it's inexpensive and the horses respect it. I don't know goats, really, but I'd assume they'd do the same.
Here's a picture (http://www.welararegistry.com/HorseGuard_L.jpg) I found on the internet.
Obviously, you don't have to use 5 rows of tape. I only have 3, and it works fine.

I don't think electric stuff is safe. I use metal fences, and they wont get hurt.

The electric is safe because it doesn't sent a continuous flow of electricity, just a pulse. So therefore when they touch it they don't like, freeze with electricution or something like that. And it's not extremely strong, probably equates to a smack on the shoulder with a crop or something. They learn very quickly not to mess with it.

its not so much the electricity i have a problem with, its more the wire or tape. i just live by a busy street and could easily see blindy here getting caught in it after spooking...but people with seeing hroses and hroses that can respect it, by all means go for it :)

I prefer the metal tubing. It dosn't rot and doesn't hav anything sharp to hurt them. they are also very durable!

If your horse is in a blind run towards the fence, would you rather it hit metal pipe at 30 mph or an electric tape that will give enough of a jolt to hopefully slow them down, stretch a little, then if the horses doesn't stop, break instead of seriously injuring them?
I was never a fan of electric but am a convert now. It's cheap, its low maintnece, it does the job, looks decent, and- love this part- it's the only fence I've found horses will not rub their manes out on!
Don't get the electric rope/braid- it's made for cattle so it doesn't break under force, it just tangles and traps a horse, continuing to shock them, till they struggle enough to break bones. The electric tape, however, is made to stretch some, but will break if a large animal gets caught in it.
If you go with tape, be sure to twist twice between each mounting, it will prevent the "flappy fence" thing in winds.

At my house we have 4 foot no-climb metel fance with hot iwre on top. Having elecrtic wire on the top of the fence is actually safer because then they know to stay away from the fence. If there is no wird they lean over, and can fight over the fence which can lead to them getting hurt really bad.

My friend uses wood post and rail for her horses and they respect it! Besides that one of the horses chews it sometimes, it is very durable during all seasons.
